Council tax is one of the most important admin tasks when moving — but also one of the most overlooked. Here's everything you need to know about cancelling, transferring, and setting up council tax.
Contact your existing council (usually via their website) with your moving-out date. They'll calculate your final bill up to that date and either send a final invoice or process a refund if you've overpaid. Do this as soon as you have a confirmed completion date.
Contact the council for your new area as soon as you complete. You're liable for council tax from the completion date. Registering quickly means you can set up the right payment plan and claim any discounts immediately.
Your new property will have a council tax band (A-H in England/Scotland, A-I in Wales). You can check this on the Valuation Office Agency website (England/Wales) or the Scottish Assessors Association. If you think the band is wrong, you can challenge it.
If you live alone, apply for the 25% single-person discount. If you're a student, you may be fully exempt. Check whether you qualify for council tax reduction based on income. These discounts don't apply automatically — you need to claim them.
Council tax is typically paid in 10 monthly instalments (April to January). Set up a direct debit with your new council to ensure you don't miss payments, which can result in a summons and additional charges.
| Person | Responsibility | Notes |
|---|---|---|
| Seller | Pays up to and including completion day | Notify old council of exact move-out date |
| Buyer | Pays from completion day onwards | Register with new council ASAP after completion |
| Tenant (moving out) | Pays until tenancy end date | Tell council your tenancy end date promptly |
| New tenant (moving in) | Pays from tenancy start date | Register immediately — landlord may also notify council |
If you're the only adult in the property, apply for the 25% single-person discount. Apply immediately when you register — it doesn't apply retrospectively.
Full-time students are exempt from council tax. If all occupants are students, the property is fully exempt. Provide a letter from your university when registering.
If your old property is empty after you move, you may get a discount for a limited period (typically up to 6 months, varies by council). Some councils charge a premium for long-term empty properties.
If you're on a low income, Universal Credit, or other benefits, you may qualify for council tax reduction. Apply via your new council's website — this can significantly reduce your bill.
If your property has been adapted for a disabled resident (e.g. a wheelchair ramp or extra bathroom), you may qualify for a reduction to the band below. Apply via your local council.
Some councils exempt newly purchased properties undergoing major structural works from council tax for a limited period. Check with your specific local authority.
If you've paid council tax by direct debit and move mid-year, you may have overpaid. Contact your old council with your move-out date and they will calculate the overpayment. Refunds are typically issued within 4-6 weeks. If you've underpaid, a final bill will be issued — pay it promptly to avoid a court summons.
